Tablets receive the newest active mission when they provision. Closing a mission stops it being issued; it is never deleted.

Marking a beacon lost, retired or RMA immediately withdraws its wearer's consent (a found beacon is re-enrolled fresh — never reactivated).

Consent is given in advance. Revoking keeps the record (as evidence) and stops new deliveries; tablets pick it up when they next provision.
